    Pin 1 or the Vcc reads 1.02 volts.

      More in-depth troubleshooting will be required by tracing out and draw up the circuits to show where that VCC pin 1 goes to to get its switched VCC to run, that is what I will do if it is my board.

        From my mistake, make sure you measuring Vcc from pin 1 and Ground from pin 2. Using the ground points of the board results in a bad measurement.
