Only 3/5 vl are present when charger connected..when i put my red probe at the coils of 3/5volts and power on with my power suplly it try to rise than 0v.
when try to power on using power button i note this starnge value : 3v then 0.300v then 3v !
No light at power button led
All coils resistances :
Pl 2001 =3v measured with kohm.
pl 2004 = 5v measured with kohm
pl 6001 = 49.7ohm
pl 4012 = vccsa = 24.4 ohm

This laptop won't power on , when power supply is on it takes 0.001 , button trigger on it becomes after a couple of seconds 0.061 amp..and nothing
No heating (Of COURSE) , no short to GNd at all coils present , 3/5 valw is present , 3/5 vl present.
With the power plane , at state 4 +1.8VALW and +3ALW_PCH must be present but no one due to enable signal is missing .
when button trigger on , 3v dow to zero than 3v , the super io send BTN_OUT#_R to pch but no rsmrst ..0v.
i follow his line , no short .

If there's no short at your motherboard , all coils are not shorted so i suggest to concentrate more at BQ24780S.
This forum is full of informations about it.
from my opinion , if i had 19v at pin 28 / 2.7v at pin 6 / 6v at pin 24 ...so i must find my 6v at pin 5 ( ACOK is pulled up to 3VL rail and not 3VALW rail in general )...and there's no short to gnd at BQ pins....so i change it simply .
ACOK must be 6V in this case get it from BQ24780_VDD

Back to this issue, i think it's a common fault.
same lap with same motherboard (la-9591p) with a same behaviour....fan not working..display present.
If i power on the lap without ram the fan is working proprely..but with ram no chance.
i try official bios , another fan , à multiples ram but still same behaviour.
jfan1 with ram :
pin4 =5v present
Pin2 = fan1 tach 3v
pin3 =fan1 pwm 0v
jfan1 without ram :
pin4 =5v present
Pin2 = fan1 tach 1.6v
pin3 =fan1 pwm 1.6v.
