HP OMEN NO power no light

NO power ,no short ,no corrusion
Consumption : when charger plg in = 0.004 amp

Only 3/5 vl are present when charger connected..when i put my red probe at the coils of 3/5volts and power on with my power suplly it try to rise than 0v.
when try to power on using power button i note this starnge value : 3v then 0.300v then 3v !
No light at power button led

All coils resistances :
Pl 2001 =3v measured with kohm.
pl 2004 = 5v measured with kohm
pl 6001 = 49.7ohm
pl 4012 = vccsa = 24.4 ohm
pl 3001 = 1.2v = 375 ohm
pl 4003/4004 / 4006 = vcc core = 7.5 ohm
pl 4008 / 4010 = vccgt = 9.8 ohm
pl 9001 /9004 /9005 = nvdd = 4.6 ohm
pl 9010 = nvvdds = 58 ohm
pl 9017 = vddq = 266 ohm
Bios pin 8 = measured with kohm
Pr1008 measured with kohm

Measuring BQ Pu 1001
Pin 20 =19v
pin 6 =2.6v
pin 3 = 19v
pin 16 = 6v
pin 5 = 3v =acin present at pin 97 io
pin 17 = 5.888v

RTC section
Rtcrst = 3.2v
Srtcrst = 3.2v

74 = 3v
127 = 3v
14 = 3v

67 = adpid = 0.837 ( power supply )

Swisher
Pu 5001 = 5vs5 to +5v and 5v cam measured with kohm
Pu 5002 = 3vs5 to 3vlan and +3v measured with kohm
pu5004 = 3vs5 to 3v gfx and 3vaon measured with kohm

So all my measure seems good , i try bios from smdflea post same behaviour..
When button trigger no DNBSWON# and no rsmrst ( no short)

Hi. Your 3v/5v switching rails are cycling? Check the enable of these regulators- are they also cycling?
