Yes, so now it shows 4.98V instead of 'OL' with correct meter setting.
So based on the reports of other Voltage on the connectors, it looks like your main board is not sending any command signals to turn on the the power supply, etc.
BTW, if the main board connected, are you still getting a bunch of 0V reading? Especially the PS-ON pin.
