Yes, so now it shows 4.98V instead of 'OL' with correct meter setting.
So based on the reports of other Voltage on the connectors, it looks like your main board is not sending any command signals to turn on the the power supply, etc.
BTW, if the main board connected, are you still getting a bunch of 0V reading? Especially the PS-ON pin.

Hook all the boards back together and re-test all the Voltages of those pins that you reported earlier just to be sure we are not getting the wrong data.

I removed some before because my dmm lead wouldnt fit into the back of the plugs is that ok or should i force the lead in anyway

One of the most important signal is the PS-ON to turn on the rest of the power supplies, so if PS-ON is staying 0V then the troubleshooting the main board to find out why will be next.

I retested this morning and I can confirm there is 0v on ps-on

opened the cover on the main board and found a green light on the main board it flashes for 5 seconds when i plug tv in then stops see picture attached added some other pictures too

I should add the tv does come on briefly 5 seconds when plugged in

the ps-on will only be there momentarily during startup (quick), if the set has other issues.

thats right bud PS_ON 02.67 is present when the tv is first plugged in

with tv unplugged unhook cable from powerboard to mainboard, leave it off, plug powercord back into powerboard, retest and see if voltage is steady, will probably only get standby and acdet.

Ok, you have a problem with powerboard, you will need to fix the standby voltage or get a new board.
