Hard to know what the Voltages are supposed to be without the name for each pin.

What dv voltage do you get across the terminals of 450v capacitor. Picture 4

I have the same issue that this forum is about. However I have no voltage on the 450V caps. Thoughts?

Yes the main AC fuse has continuity.

What DC Voltage do you get when measure between the two legs of the mail filter caps (black long caps (2) laying on the side in the hot side)?
Be careful not to touch anything in the hot side with your hands/body.
