OK, that PD connector, it looks like pin 1 is on the far left (the picture is not really clear), if that the case, those exposed pins on the top side of the board are the ODD NUMBER pins (1, 3, 5,...)
The EVEN NUMBER pins you will have to poke from the backside of the connector.

Re: Sharp Aquos LC-60LE640U Won't turn on

Are you sure the readings are correct?
        For example:
24 - 03.26 - 00.00 - STB This is the BL-ON signal which should be >2.5V when TV is turned on and < 1V when TV is turned off.
Some of the command signals also do not toggle HI or LO when TV is ON/OFF.
It does look like your main board is stuck in steady state.

Okay maybe I have misunderstood the term standby. Here is an updated table. If any readings seem wrong I will double check them for you:

Pin# - Standby (Plugged in but turned off) - Power On (Right after plugging in) - Power On (After 15+ sec) - Description
          01 - 00.00 - 11.99 - 11.98 - PNL12V
          02 - 00.00 - 11.97 - 11.98 - PNL12V

OK, so the STB (BL-ON) drops out, and the PWM/Dimming controls are not present otherwise you would have seen the backlights come on for seconds before the STB drops out.
BTW, once it is in last state as shown, if you activate the power switch again, does the PS-ON drops back to 0V?

Yes PS-ON does go back to 0V after about 15 seconds after pressing the power button to turn off the TV.

I rechecked 14, 17, 23 and 24 and the results were the same.

So at least the main board is not completed locked since the PS-ON is still responding. I I will have to study the code and the service manual more in details to find out what is going on since the communication error does not seem the match the missing command signals.

Did you have a chance to look into this? I think in the manual that it states if there is no error lights then you should replace power supply then main board then LCD Control Unit. Page 6-4 of the manual I have.
