    Blank PCB # VTV-L32615 REV 1A
PCBA # on the Barcode sticker:

    Toshiba 23L1350U Main Board 431C5Y51L42
    http://www.tvparts.ca/tvdetail.php?id=1429

You should also verify if the T-CON is getting 12VDC (or 5VDC) at both ends of the SMD fuse on the T-CON board.
The backlights circuit can also be forced on by disconnecting the BL-ON and the DIM control wires going to the main board first and then used 1K resistor between 5V and the BL-ON, 1K between 5V and the DIM control line, if other functions of the main board are OK you should then see images on the screen.

Thanks. I tested using negative probe to gnd pin and positive to the BLon pin, with no power plugged in. Got 4.78 on the 20k ohms setting.

So there's no problem with the BLON on the power supply, ie short or low resistance.

Budm has given the method to test the backlights so it will be interesting to see the results.
Willing to help but I'm no expert.

you got 4.78 what? Ohms, kOhms, etc? 4.78 kOhms isn't a short.

I've looked everywhere I know of for the schematics of this TV, but no luck. I am hoping to find someone with a service manual that includes schematics, and buy it, if so.
I will be getting around to starting the backlight and tcon testing, as you've instructed, soon. I'll no doubt have questions

thanks, Mr. Barton! (and Budm)....I'll be getting started soon with testing. It's time I learned a bit more in-depth, so I'm determined to dive in. Much thanks for bearing with my "process" of learning.

Re: Toshiba 23l1350u standby voltage present, won't power up

I have a 23l1350U issue as well which is not the same but in a similar area, so thought I would try to revive this thread. If this goes against the wishes of the community then let me know and I'll start another 23l1350 thread.
My issue is the tv will power up to set up mode when first plugged in, operate normally, but when powered off by either the remote or on board power switch, it will not come on again with either remote or power switch.
The power cord has to be pulled and left out for a minute or so and when plugged in again, it will power up to setup mode again. I've checked the readings on the cable leaving the power board going to control board
and the only change in measurements is the ACD (AC Detect ?) has 3.2V when first plugged in and working, whereas it has 0 V when the power is shut off with remote or power switch and ac cord still in.
Without any schematic or service manual (and none I could find) , I am guessing the power board is not enabling the logic on control board to function without ACD turned on.
Any one have any more service info or experience with this ?

Probably mainboard issue, can try a firmware update, might not solve tho.

Badcaps Veteran nomoresonys is bang on. After first Firmware flash, both the "power on button" and "remote power on" worked, but it still started in the initial setup mode.
I then flashed it a second time with same firmware (went much quicker) and both power on/off methods continued working and it started in the normal operating mode with
last channel watched. I have not reassembled so will see if it behaves itself for awhile while apart and then try assembly. Many thanks to nomoresonys !!
