I have a Philips 37pfl4606h/12 model that won't turn on anymore (went out with a 'bang' when turning on).
The cause of the 'bang' was easily identifiable as the TOP264VG was blown up.
However even after replacing that one (twice, starting to get paranoid :p ) I still do not get a 5V standby.
In the schematic attached I have already replaced D904, Q906 and Q913 (D904 was necessary if i remember correctly, the other 2 were probably fine)
I have added my measurements to the schematic, if anyone has an idea how this thing is suppose to work (I assume pin 6 of the TOP264VG should become an AC signal, but it is connected different than in the datasheet) / what could still be wrong ....

EDIT: The 5V dropping is also DC. It starts at around 5V on power up, but starts lowering gradually...
