If I looked up info for the EEPROM correctly, Pin 8 is power to the chip, there is presently no voltage readings at any pin on the EEPROM, the trace from pin 8 goes under the heat sink for one of the processors, is it safe to remove the heat shield to trace pin 8 to source?

Ok, in the end, after all this time, aggravation, hard work and help I finally got the IC chips from China. The first chip I tried to replace had a solder pad on the bottom (unknown to me), I managed to get the old chip off the board with a little redneck ingenuity but totally ruined the board trying to solder the new one on. I actually got the new chip on but it was crooked so I tried to heat it up again and straighten it out, that definitely ranks as an awww s**t. I guess the moral to this story is if you don't have the proper equipment to do the job, bag it and move on with your life. Going shopping for a new TV.
Thanks so much to everyone for your help and effort. I am sorry I wasn't good enough to honor your attempt to help me.

        UPDATE:
Happy day! I got a used main board #3642-0812-0150 on Ebay for $87 including shipping.
Installed, it came on, cleared all data via the menu, did a channel scan and voila', it works great!! Again, thanks a bunch for all who helped and offered support. BADCAPS.NET is awesome!

Vizio D50u-D1 Dead Set No Standby
            by fharris1977
Hi. I got a Vizio with no power or standby, and won't turn on with remote or button. I checked the voltages on the connector and all read 0.00V or nearly 0(0.050 ON/OFF pin). None of the pins are labeled STB for standby although I do see some 5V pins. Other than the obvious standby led, which isn't coming on, is there a way to check for standby voltage on this PS. I'm trying to see if my problem is the PS or mainboard. Some Vizios I have fixed with no standby led me to think it was the PS but it turned out being the mainboard. Any experience with this set would be greatly appreciated.

Have vizio E60u-D3. No standby light. Have searched and read all D??u-D3 posts. posts with same symtoms fixed by new power supply, one guy needed back lights also.
main boards are kinda spendy and, out of stock alot of places. i would like to fix my board.

Vizio E550i-A0 no power, no standby light
            by x_orange90_x
I have a Vizio E550i-A0 that will not power on. It also does not display the standby light in the corner. I disconnected the main board cable to see if the backlights would light but they did not (maybe this is normal for this set?). I checked the voltages on the plug and they all read in mV or 0, so there's no voltage there. The fuses are ok, and the voltages of the 450v caps read about 160v. I see no visual damage on either the power supply or main board. I have read online that the main board is usually the culprit in this model, but not getting backlights with the main disconnected makes me...

Zombie Samsung UN55NU6900F dead / no standby voltage - randomly came to life after hours of troubleshooting then died
            by tvguy12012012120
This is my first attempt at troubleshooting a board like this, I know I could just buy a new board but I'm curious to figure out how this works. I've been testing different components in the evenings this week and I think the problem is with the IC failing to start up for some reason. When the board is plugged in there is no standby voltage.

Then today it randomly sprung to life like a zombie but shortly died thereafter. I have no idea why it would have done that and its the first time I've seen it running. I discharged capacitors on the board last night, then it was sitting today....
