The title says Panasonic but the tag on the back says Sanyo.

Picture #3 is the tcon. The small white smd part with gold ends(near connector) appears to be the fuse.

Picture #4(the main board) it appears that the ribbon cable is not all the way in. Check that for sure.

Sanyo was a part of Panasonic but they sold the brand off very fast to other cheaper oems.

            Hi Marty
The fuse has continuity ( I guess I am used to easily replaceable fuses and the connector is in all the way what else can I check and what board usually creates these symptoms where it is a blank blue screen and no sound and nothing else ?

Have you tested all the pins on the power board connector? Make sure that the 5v and 12v rails are correct.

Also, test that tcon fuse while tv is on to see if power exists.

Is the on screen display available? (press menu btn)

I would have done the voltage tests first before ordering.

For power supply: Test the pins on the connector that go from psu to main board. The pins are labeled.

For tcon: measure the voltage on both sides of the fuse while set is on.

For both measurements, use the metal chassis of the tv for ground.

I was leaning towards main board failure but never know...

With all PSU supplies OK, It'll be Mainboard issue or the panel itself...

Did you try disconnecting one of the ribbon cables at the T-con? The white ones that go from t-con to panel?

Disconnect left ribbon, try tv,reconnect left and disconnect right one. See if you get a halve screen on one of those.

I measured the terminal and the 5 vdc were present but no 12 vdc was to be found
so what could be causing the 12 v to not be present ?

                                        Hello superbob8
In order to help you and without the TV in front of us and having now previous knowledge of the TV you need to provide as much information as possible.
The connector I highlighted, can you list the names of the pins and what voltages are on each of them in turn. The name of the pins are written above the connector but I cannot make them out from you picture.

If you have 5v but not 12v then we need to know what voltages are on those pins. Please can you list all the pin names and what voltage you read alongside the name so as to give us a clue if it is a mainboard or power supply fault.
