Someone is selling this tv. They say they have problems with screen. I have attached picture they sent me. Would this be a board issue? If so, what would be a ballpark price for a new board?

There are more than one version of this TV model.
Left half of the screen looks bad, but the right side looks OK, it may be bad panel problem.Never stop learning
