Sony kdl-40w3000 with 13 blinks but panel power on

When I plug this TV in, I hear the relay click, panel does not turn on, there is no LED status at all, and after 4 seconds or so relay clicks out. Again no LED status after it turns off. While it is on (for those few seconds), I can read steady 6V and 12V. I cannot see any other voltage point to test. While it is on there is an orange LED on the FB1 board (1-873-846-14) that turns on, and they blinks 3 times after which, TV shuts off. (not sure if that is relevant)

Then, when I press the power button for the first time after it was plugged in, the relay clicks in again, and 2 seconds later I get the panel to turn on for about 2 seconds, after which the TV shuts off again (nothing shows on the panel). Then I get repeated 13 blinks from the stand-by LED. While it is on, during this session, I can hear a slight hum from the DF1 Board (1-873-815-12) while the panel is on. If I press the power button again, the process repeats.

From my research, 13 blinks seem to indicate bad inverter board (SSB400WA20S) which could also indicate bad panel, but since the inverter board does turn the panel on for few seconds, I am not sure what to make of it.

100% correct. Thanks. I have taken apart the panel and one of the tubes was burned out. How are these measured if I want to buy a replacement? This one is ~36" from metal tip to metal tip and 3.4mm thick. Where is a good place to buy replacements?
