lg plasma wont turn on

im trying to figure out why my olg lg plasma wont turn on. its has power going in but nothing on the 5v standby.
so wondered if anyone could steer me in the right direction to where and what to test, psu board is psc10114f m

Voltage on Big Primary Cap (450v)?

Meter set to DCV600 Black to Negative and Red to Positive (Careful HOT deadly side of board, Make sure your hands don't touch anything and don't let the probes slip)

Check those 2 stand up white resistor by the copper coils by the ac input.

I checked few things the other day. The was power on the yellow things that cross the line. But only hot side. Couldn't find anything on cold side with any voltage.

This is with the set attempting to power up yes? Does it get above >360vdc at any point?
