That much Voltage drop between the two legs of the fuse means the fuse has quite a resistance to it. Current flows through 0 Ohms have no Voltage drops on 0 Ohms.
Basically the Voltage should the same on both ends of the fuse.
If he uses Ohm meter in K Ohm range or higher then the meter will not have the resolution to show low resistance. Try measuring 10 Ohms resistor on K or M Ohm scale and see what you have.
When you have resistance in the path of the current flow you will have Voltage drops on that resistance.

It is impossible to have fuse with 0 Ohms reading and have 12.85VDC on one end and 6.5V on the other end of the fuse. So Basically you have 6.35 DCV drops on 0 Ohm! Got to be measurement error.
What scale are you using in Ohm mode?
i never thought of it that way budm so must be a error in measurements as if tcon/panel was loading the 12v supply down it would be the same both sides of the fuse

Yes I do, and result the fuse is short. But I dont know where part to check or make the fuse short

Thanks for the explanation, I also have the same problem. I have a samsung models UA40F5000MA, Sound OK, and Backlight OK, but screen black no image. I suspect that there is damage in the T-Con, but I do not understand the "Test Point", I tried to measure the part of the red circle. And get the result Vin 12.85 Volt and in other parts of 6.5 volts. Can you help me. Thank you very much. Sorry but I am not fluent in English, I use google translate

more seriously, the lines on the screen point to a panel fault, so I'd probably scrap the set, but it would be good to check a few things first, try and locate what may have burnt or caused damage.

So i got a hold of another tv but slightly different model that just happened to have the exact same Tcon board.. i tried it in the tv and im getting full picture however i am getting 4x 1 pixel wide lines down the screen at the right hand side. Can this be repaired ?

That is why you should have looked for a short first, before just replacing the fuse with a piece of WIRE!

Yes - you have probably damaged the T-con and you may well have destroyed the panel, and possibly the main board power circuit for the panel/T-con, or LVDS cable if the current was high.

A fuse is there as a protective device, they don't put it on there so you can just jumper it because it'll be fun to see where the smoke comes out, never, ever jumper a fuse unless you really are absolutely certain there is no fault and even then, don't jumper a fuse because nobody is perfect and a fuse is a safety device.

In future, you can use a lower-rated automotive fuse. For example a 1-2A fuse which may be used in a lighting circuit in a car could be used.

Samsung TV model UE50TU: rebooting, backlight, sound, but no picture
    by TR103
    Hi, I have a Samsung UE50TU with:
    - sound and backlight, but no picture
    - when it arrived, it had a picture for a few seconds
    - it keeps rebooting
    - without ribbon cable between the two panel boards, it does not reboot but I have no picture
    - without cable between mainboard and lcd panel, it does not reboot (but obviously i have no picture)
    - when i try a tape fix, its keeps rebooting, unless I tape off pin 1 (the innermost pin). In that case it does not reboot but I have no picture.

    - without cable between mainboard and lcd panel and with a jumpered...

SAMSUNG UN55KS9000F picture fades then distorts into vertical lines after 20 seconds
    by JJAAMM
This was my main TV for the last 6 years. I'm not inclined to throw out a $2600 TV so quickly so I'm trying to investigate the issue.

    Problem
TV was disconnected from power for 6 months during construction. When I plugged it yesterday picture was fine, after 30 seconds it dimmed then started developing horizontal lines, picture then starts to ghost vertically until it degrades into vertical streaks. TV always displays a perfect picture when cold. I can unplug TV for 5 minutes and plug it back in and picture is restored for 20 seconds. I can also keep it in standby mode...

Samsung UN60EH6000F Black Screen, Backlight and Sound Good. Power Cycle Returns Picture
    by Mgiffune
I have a 60 inch Samsung UN60EH6000F flatscreen TV. The screen went black a few months ago Sound is good, backlight is good, no menu. I replaced the TCon board with a used board purchased from Ebay. It worked fine for a 3-4 months, then the screen started ‘fading' back. Once again, sound is good, backlight is good, no menu. However, this time the picture looks fine for about 10-15 minutes, then fades back. If I power cycle the TV, the display reappears, for another 10-15 minutes, then fades black again. Repeatable ever time.

I ordered a supposedly ‘new' Tcon board this time, and

Samsung QN75Q6DRA, No Picture, Has BL, and Sound

    Hello all,

This is my first post, but long term lurker on the form learning as much as possible about these TV's. I was given this TV as due to a power outage of constant On/off of power to TV. The TV originally would just click on and off (Typical Reboot Cycle). I opened the back of the TV, and troubleshooted by taking the 96 pin LVDS off one at a time to see if I had a picture on either side. I finally fixed the reboot cycle by finding the error on the left side of the screen off connector CN 1301, and the TV would stay on. Further troubleshooting led me to the driver boards where...
