I was just given this 40 LCD super thin LED tv. I brought it home and first thing I did was test the external brick power supply. it has the proper voltage and when I plug it into the tv. I get a red light on the digital audio out. but it does flicker a little. I get a red led just under the middle center bottom of the tv. that stays lit for about 2 seconds and then goes out. about another 30 seconds and the red led lights up and stays lit. when I search on the web it talks about a EEPROM. could that be all that is bad. does anyone have a service manual on this unit so I can test some of the voltage regulators. the front touch panel that turns on and off the tv and changes inputs and channels does not make any changes. thanks for your help.

Sorry, no manual, but here are a couple things to start with:
I can't tell for sure with the first picture, but one of the caps in the top right cluster looks like it might be rounded (bulged) on top. Look closely at the top of all the caps throughout the set and see if there are any that are rounded instead of flat on top, or, misshapen in a any way.
Then, do a thorough visual inspection of both sides of all the boards.
Finally, look for connectors that list the various voltages and see if those voltages are present during that two-second window when you try to power it up. Keep in mind that many sets will only allow a few failures before they go into a state that doesn't even do the two-second test. You may need to totally disconnect the set to reset that count.
This should give you a couple places to look, for now. Maybe someone else will chime in soon to help.

There is two connections on this board that talk about voltage one is 5 volt and one is 12 volt both of them say they are to the T-Con. I tested both of them and they are both correct. I removed each one of the ribbon cables that goes to the LED Back light and I still get the same result. I did have the tv Red led turn off once when I touch the turn off on the front of the TV. but would not turn the red light back on. I get nothing else no backlight, no sound and the only other light is coming from the SPIF digital sound. Looks like all of the controls are touch no buttons. I have added some better pictures. thanks so much for your help.

I am now back on this tv to see if I can figure out a fix or just sell it off to someone else that wants to give it a shot at repairing it. I looked at several other LED posts and found that I should be getting more than the 19 volts dc on the LED drivers. I am looking at a Q38 part number 9980gh 15216G it has the 19 volts on the center pin but nothing on any of the other pins. I will replaced this part and see what happens.

So this tv has an external Brick power supply that puts out 19 volts. The power buttons are not real buttons. They are touch sensitive. When I try to turn the set on I get nothing but the solid red LED. So I am thinking that the tv is not getting the signal to turn on. I have tested each ribbon cable all connections to ground and I am not getting any shorts. So I am hoping that rules out LED's shorting out. I will do some more searching and see if I can find some information on manually getting the tv to send the turn on signal.

I think there is some kind of short on the board. when the tv is plugged in I get the solid red light. This tv has touch controls for turning the tv on and off. when I touch the power to turn on the light goes out. the main processor on the board gets hot enough that it is un comfortable to touch. when I test voltages I think I am getting all the correct ones except for the led circuit. I am only getting 19 volts across the caps that are rated 100v.

The problem is most likely one of the LED strips shorted
You can determine by removing of the connecting cables to one of the led strips should be one on each side and try powering on try each side
This set usually suffers from actually the shorted ribbon cable going from the Main Board on the end side of the LED strip due to overheating and melting the coating causing short
If this works please post in forum please either way so it will help others also We do have all boards and Tom66 most likely has manuals

Any luck with your WestingHouse UW40TC1W?
I have the same problem....Red LED comes on usng the front panel touch-on/off control...LED backlight comes on (faint dark blue) but no picture.
