Jason you remembered me an Italian comedian that played the role of unlucky man in many films: "..after 45 condensers on the pile, one doubt came into his mind: could it be a bad chip???" ... apart jokes, this is not the way the good technician do, after the second cap you better had to take the bench psu and do the well known current injection..

but remaining on the defect, you already did the reflow of chip, no? A ball could have made a short doing a bad reflow job, or the pop corn effect damaged the chip.. have you pre heated the bottom before blowing to top? Now neither the godfather saves this board..

And the short one on the CPU is how many Om? CPU core power is low.

Core voltage was not coming on... there was no 0.8v on one of the rails with the proceesor on board. With cpu off the board, 0.82 came on.
