Sony KDE-50XS955 12 green flashes blank screen.

Ok so i got this sony 50in and when i plug it in I get 12 grn flashes and the screen does not come on. I pulled off the back and started testing voltages starting with the g1 board, now the top right plug is labeled PFC out (380v) when testing the voltage i get 321.1 volts and the other pin labeled PRI-VCC1 (120v) tested i get 39v to 41v. That indicates this board is not working right? well what can i do to get this thing working besides buy a new board? Any help would be apreciated.

Also there is a fluctuating buzzing sound from (i guess) its a flyback transformer, if that helps any.
