Since it was fine until you replaced the back cover I'm wondering if you dislodged the ribbons that enter the driver boards across the LCD panel.. Did you check those?

I can see them by looking at the end of the ribbon cables and they seem to be in contact with the sockets? Can the power supply cause something like this, the voltages are dead on also checked for ripple and its ok.

            Possibly.
if voltages are OK i wouldn't look that way though.

Re seat those cables just in case, seems mighty odd that when you put the back on it started doing it, those cables could of easily been dislodged slightly

Ok,Placed wrong screws in wrong holes! That chewed up some of the prints on the panel board. Repaired all prints, Should have been a surgeon! Bu now i believe i have a problem with tcon board. there is a 3a fuse not blown, 11.75v on it there is a regulator not sure probably 3.3v the main ic is running a bit warm, any more input will be greatly appreciated.

Yes, I am thinking that maybe the screws shorted something out when i switched the tv on.

Really need to see a picture of the damage, but its my thought that the damage is beyond any repair

Yes the panel board was damaged, had to jumper a total of 8 traces, did a continuity on all traces and test ok. No components were damaged.
