    Westinghouse LTV 32w3 HD

I just picked up a Westinghouse with no picture. I've tested the power supply and at the inverter I have the proper voltages at the connector on the inverterboard but no inverter back lights. I have tested the three fuses on the inverter and they all test 0 ohms. Any thoughts on the next step?

Here is a pic of the TCON, I have no voltage at the fuse either side. I tested the fuse 0 ohms

"I have the proper voltages" What voltages do you get at the inverter board connector?
Do you have BL_ON signal at the inverter board?

"BLON .042vdc" Main board is not sending the signal to turn on the Backlights, It should be 3V or more.

Check the low voltage supplies to the Main board, 5v, 12v, 3.3v whatever they are, sounds like a power supply fault possibly.

Sounds ok, not sure what panel you have in that set to know what voltage it needs, it's usually 12v though some use 5v. Try pulling out the LVDS and see if the backlights come up, depending on panel you'll have a white or black screen without a supply when the backlights are lit. If it's not that start investigating the main board, probably 3.3v developed on there for the processor.

Oh from memory most inverters will run if you remove the BL-ON wire, it's normally high and held low by the main board until the set has booted up correctly.

Ok pulled the LVDS from the Tcon still no back lights. Also one other thing I am noticing when I plug the tv in, the blue light flashes once but takes 10 seconds or so to go solid blue after I push the power button.

"BLON .042vdc" Right now the BL_ON Line is stuck low, it needs to go high to turn on the inverter PWM circuits. You disconnected the BL_ON line and use 1K resistor between the BL_ON pin on the inverter and the 5V to force on the backlights.

You did disconnect the BL_ON line that goes bask the power supply board, right? 1.4K is fine, the screen should light up and if there is nothing else wrong with other boards, you should see pictures on the screen.

Have you tried doing a hard reset? Some sets remember that there was a backlight failure and then refuse to turn on till you hard reset them.

After you hard reset it, it might turn on for 2 seconds to black / because if only some of your bulbs are working it should redetect that.

I don't know the reset buttons for a Westinghouse though...

Does that mean all the bulbs didn't light up on the screen?

Also did you plug the LVDS cable back in?

A very "definite" way to tell if its the inverters / or the actual bulbs is to swap the bulbs around / but that requires taking the tv completely apart, being very careful with the lcd panel / but will also let you get a look at the boards where the bulbs connect. Sometimes there are issues on the bulb boards / like bad caps.
