Your PU3801 is shorted , did you check it ! make a wire between pin 1 and 8 just to confirm that.
repeat taken voltage on pin 1-3 / pin 4 / pin 5-8 and post it

yes pulled out and test it both pin 1 and pin 8 PU3801 hve 19v

i checked it pn 1 and pin 8/ both have 19v of PU3801

Without PU3801 soldered and you got 19V at pin 8 !!!
or did you make a wire btween 1 and 8!

with the PU3801 removed pin has 19v but pin8 0v

I try to make a wire from pin 1 to pin8 with PU3801 Removed still cannnot turn on with charger only plugged and both battery and charger plugged in

I'm really confused by all of this, 5 pages of random measurements and component replacement and I can't follow the troubleshooting process.

Where are we now? Does it still turn on from battery but not from AC adapter?
Are all components properly soldered back on the board (and no random jumper wire!)?
Do we have the 19V power rail (DCBATOUT)?
Is any of PU3801, PU4001 and PU4002 shorted drain/source/gate?

@piernov laptop can turn on with battery only plugged in but cannot turn on with charger only plugged in and both charger and battery plugged in. PU3801 drain 0.700 source and gate both have pu4001 and pu4002 both drain, source have 0.700v and gate have 0l
