With what you said in this post I agree with you on the good CCFLs and LCD panels, so it looks like to me with help from Eguevarae that the white panel may be a fault with the 5v rail on that Inverter/P Suppy board,
and the inverter on that board seems fine because you have B/Light
The other Inv/PS board seems like its still your Inverter by what you have said
So i would compare voltage outputs on both boards with M/meter to search for fault in 5v rail by comparing readings
And search both inverters with continuity and resistance (not powered up obviously) so as to find the fault in the bad Inverter
( thats my suspicions ) hope it helps, with the free cycler and patience you may get 3 working monitors, Good Luck
