you need to look at the top of the fuse and see what number or letter is on it
I dont know with a lenovo myself
the dell 1545 that I just done had a p on it, that made it 3A
had to google that info...

You are totally correct if your B/Lights do flash on for a second then your fuse is OK (my silly error)
The reason why I asked was there is a lot of damage to your board, my thoughts are that this fuse should have opened before all of that failure occured on this particular PSU, all the other Benq boards that i have done in HPs, DELLs, BENQs have the usual transistor and fuse failure with plenty of cracked solder joints they have a 3 amp fuses yours has a 5 amp
This fuse seems to be over rated as Krankshaft has mentioned...

??? Can you tell us if the 5 Amp Inverter fuse PF701 failed or is it still good ???...

I think THere are 4 fuses
As you have seen F1
There is FS3 black box fuse by connector CNS1
Also FS2 black box fuse by lower H/Sink on right side of board
As well as red box fuse by connector CNS2...

Have you tried unpluging the connector to the video board that goes to the panel, then power on, if its is the panel then you should be showing a bright white screen that does not turn off untill you turn monitor off.

Can you post some picture of top and bottom of PSU/Inverter board, this will help member to help you, they may see something that you may have missed

I have read a few times by members on this forum that these high volt caps rarely fail, but when they do, they burn or bulge out, meaning you can see the failure (no 100% guarantees mind)
So it might save you some money by taking Bills earlier advice and check those CCFLs first...

Hello, not quite right
The big yellow square is a Transformer
You have the 4 caps in the bottom right corner
Plus the 2 green ones
Then there is a small cap (right next to the big black one that lays on it side), (its is at the top and to the right side of the big black one)
Eight caps in total
Usually the big black one is left alone, that leaves you with just the seven to replace...

I have the E173 and E153 boards with me now
R856 = 15R0 on both boards
Have taken reading on E173 resistor and find it open
So I have taken reading on the E153 and it gives me 15 ohms confirming that it is 15R0
Anything else I can confirm for you, just ask

R852 = red black silver gold gives you 0.2 ohms with tollerance of 5%
You forget the white as that has something to do with the military failure rating as I recall when I had a problem with same resistor
