C807 is giving me a reading of between 11V and 14V. None of the other capacitors are producing a voltage though.

Per SMPS IC LD7575, the start up voltage min is 15V (Typical is 16V).
So I would try changing the startup cap first.Never stop learning

When you were testing voltages did you have the main board connected?Please upload pictures using attachment function when ask for help on the repair
