    CTL 19" won't power up

Here are the pics. The thing has all Elite caps on the power board (With 1 Lelon + Lelon big cap)

Main board is just Lelon. Where do I start? I don't even see a fuse on this thing.

looks very clean - can you check the power cable on anything else - kettle/pc?

Withe it plugged in and turned on test for voltage at the BIG 400v cap. Carefully as this is a HIGH voltage test.
Meter on vDC 600 or auto ranging put black lead on negative leg red lead on positive leg. (negative is on same side of cap as the Black stripe down the side of it)

IF there is no voltage here we will advise further.

FUSE - is the black barrel component just by the power socket with white writing on top- pic is not clear enough to read.

Think it may say on the board T2A 250v fuse +2 amp 250v slow blow

When you say doesnt power up does the power led not come on at all.
or do you just mean the panel doesnt light

Do you get any signs of power on the front panel LED? If not, try measuring the voltage across the large green main 400V cap. Be careful, it should read around 165VDC. If you see 0V, then the main fuse is the round black component directly in front of AC plug. With power disconnected from the power board and your meter set to resistance, check it for connectivity.

Hah! selldoor beat me to it!

Re: CTL 19" won't power up

As selldoor and jetadm123 already mentioned, I always start with a visual look at the power LED for any electronic device.

If the power LED is on, that tells you that the power board is likely working. If there is no power LED, then I check for 5V standby.

If there is no 5V standby, then I check carefully check, using aligator clips, the DC voltage across the large filter capacitor.

If there is 5V standby, then I check the voltage regulators on the main board.

Look on the pcb. They start with the letter "F".

Re: CTL 19" won't power up

Thanks for the replies guys. Fuse is good, getting 165V on the input cap and the front LED flashes. When plugged in it gives an inconsistent whining noise. Hitting the power button doesn't turn it off. When I unplugged it, the whine faded out almost instantly. Could it possibly be the start up cap?

Try heating up the caps with hair dryer and see what happen.

Okay, I'll just take it home with me. All the caps or just on the power board?

When I unplug the power cable going directly across from the power board to the main board, the whine goes away completely
