    One last thing before I order the regulator (for the $3.50-ish it's going to cost, it's not worth it not to), is it possible that something past the regulator is pulling down a genuine 3.3v down to the 1.3 that I'm reading? In that case replacing the regulator wouldn't help, obviously. Is that worth looking into, or should I just order the darn thing and try it?

        I don't think so. The datasheet is very specific about outputting 3.3V DC from "internally" inside the chip.

        If you are hesitant in ordering due to cost, put the monitor aside and wait for more things to order from digikey?

            No, from what I can see, the part is around .70 and shipping around 2.49. I'm actually only a few hours from Digikey - too far to pick-up, but close enough to have been to the town a few times. Too bad that doesn't really affect shipping :S

            Oh well. I can deal with <$4 to try it.

                    I had 4 Al1706B monitor get same problem like you, T/S find VGA board is bad, that why had no power turn on monitor. I replace the good VGA board is working final

                        It's a legitimate question, and one you can answer by several methods.

                        The first is theoretical. Does the regulator feature 'foldback current limiting'. If it does, what is the foldback voltage? The information is available on the datasheet.

                        An second possibility can be checked within minutes. Does the regulator overheat? This should be tested carefully. More than one incautious tech has found themselves with a mirror image of a logo in their fingertip.

                        Another approach would be to use a bench supply to pull the output pin of the regulator up to 3.3 volts. In a pinch a pair of 'D' cells in series should produce very close to 3.3 volts. I'd apply AC power first, then apply the battery power to the regulator output. Make sure you observe polarity!!!
                        Ideally check the resulting voltage and current draw from the batteries before drawing any conclusions.

                        Oh, don't take my word for the output voltage of two 'D' cells, check the open circuit voltage. A meaningful test could be made by inserting a diode in series with the batteries to reduce the output voltage by about .7 - 1.0 volts. You do NOT want to supply more than 3.35 volts to the IC.
