ambiano eletric window cleaner

hi guys bought a ambiano eletric window cleaner from a charity shop had a full charge when i bought it ran fine went to charge it and it wont charge the chargers fine so had a look at the motherboard.in the picture i have continuity from the charging port negative pin to the 2 negative points matked in black on the board.but on the posotive side i only have continuity to the first red point marked in the picture not at the second marked point.any ideas.

can you see the part number on the 8 pin chip?

So with the charger plugged in my multimeter in dc voltage on the vcc leg reads 0.16 volts so i assume the chips bad right?

if you dont see atleast 4.5v between the chips ground and vcc pins you can check the resistance between the pins.
if it's not shorted then it's not getting power because a resistor or fuse is dead
