HOW TO TEST MIFLEX X25 HELP!!!

Dear all

i have Elecrolux dishwasher with no power light on display. i found on control board R67 and ic burn which i replaced.
i do not get 230v ac on control board. i removed power in connector and i varified that.
i started with the main plug and the wire goes to this miflex component. on miflex i do get 230vac. how do i test the output!

the capacitance reading between L&N is 0.05μf

it's a noise filter - you dont need it to test the machine

i have noticed that are no fuses on board. can i apply 230v ac directly on board!
on this board r67 and u2 7 pin ic was burned and replaced.
what voltage should i get on main capacitor

Further troubleshooting. Since I got 230v on filter capacitor, then I checked Ntc brown component I do have 230v but on L and N on control board only 13v, no display.

whats the numbers on chip U2 ?

By unplugging connections and connecting back now on unplug connector of control board I get 230v.
if I plug connector no display

i already changed the ic but still no display. by checking the components on control board i didn't find anything else wrong.
