i have managed to ground my pc..now whenever i connect something like my monitor to the VGA port or the printer to the parallel port i can see very tiny sparks, is it normal or did i grounded the system wrong?

It is because your other devices are not grounded, so they use the cables you connect them with as grounding cables
This can be very bad and damaging depending on the type of cable and how many thousand volts are crossing it (with static electricity a visible blue flash it at 8000 volt, electronic components like processors can be damaged by just a 30v static discharge
A discharge of below 2000v I think it is wont even be felt...)
Oh, and how exactly did you ground the system to begin with?

The voltage is probably caused by the pair of 0.005uF RFI filter capacitors (tan disks in the photo) that each connect between line and case ground (yellow/green wire in photo) and the monitor's AC power socket. When the case ground isn't connected to earth ground, the caps split the 120VAC voltage to 60VAC at the ground pin.

No current should be flowing if both devices are connected to a grounded outlet
Get the outlets checked, either those or the cable to the monitor or the monitor itself will probably have a break in the grounding cable somewhere (or the computer)
The reason you ground stuff is so that all devices have equal potential

I'm currently trying to diagnose and fix my Vizio TV (Model M50-C1). I've tried a number of different basic solutions, but I'm trying to determine if my issue is currently a failing panel, T-Con board, or main board (or something else entirely) and whether or not it is worth my time to fix it. I am repairing a DeWalt DC011 radio. I found that the secondary coil of the transformer had gone open circuit and the amplifier ic had shorted. I have replaced both but I can’t tune it in to a station and the static is very quiet. Any help is greatly appreciated. Thank you

Hello, I have a question about electricity. Suppose I'm well insulated from ground and neutral, and the live wire of mains comes in touch with a wound in my finger, will this potential interfere with body voltages, hearth for example, or it will only go to its circuit return path ?
