After looking more carefully at the schematic it looks like this meter is more suitable for measuring general purpose capacitors than low ESR ones, alltought I may have missed something important.
Unfortunately the page don't tell anything about the meter's usable measuring range (tought calibrating with 10 ohm resistor hints to gp caps).

    1. Adjacent to the power source are two parallel circuits. The right circuit +5V is for IC5, connection to pin 1 and 8. The left one V+ is unknown and connected to pin 4 and 11. Any idea which IC is it?
It is most likely power connection to the op-amp (IC3), probably connects to the 12V rail
    2. T3000 - is this the source code and for which IC?
There is no microprocessor in that schematic, the ICL7107 is a voltage meter IC. That file is the schematic/pcb-layout file from TARGET 3000 PCB-layout program apparently

Yeah! Retiredcaps has it! That's the link to the User's Manual. I've found his product page (russian) URL in my surf history from another computer. http://www.radiodevices.ru/esr/esr4.htm

I have no affiliation with his business, nor have I evaluated one of his units (but want to!). The website is in russian, so translate.google.com first and paste this URL into a russian to english box. He says it will ship anywhere...

Or here is a direct URL through google translation into english

I saw someplace that there is a Russian maker selling ESR kits with LCD displays. His meters look good! He recently updated to a version 2. I wish I had the details and website to post here. Does anyone else know what I'm talking about?

    1) it takes too much time to charge (and measure) a larger C;
    2) still, if you have enough patience, the result is quite accurate for capacitance measuring,
    BUT :
    3) because measuring is made by charging a C from nearly zero to 2.5V, it's more likely to not be able to use this meter in circuits, and also polarised capacitors may read different if connected "upside-down"!!!
    4) also, no overvoltage protection are available!!!
    5) precision in ESR measuring is only 0.1 Ohm !!!

So I decided to build another one, using the russian version http://pro-radio.ru/measure/3288/.

    Sorry for my English.
    Very good idea.

has anyone here ever successfully built this one?
    Any opinions welcome.

I have the parts for a serial programmer now, so once I've passed that nasty oral exam I'm currently learning for I'm gonna dig it up and give it another try.

@gonzo: that first ELV circuit really looks good. i might give that a chance, too.
Did you ever get anywhere with either of those?

Measuring ESR in-circuit: LCR or ESR meter
    by Rado108
Hello. Which tool is better for in-circuit testing of e-caps? I was thinking about getting proper LCR meter like DER DE5000 but as i have seen more accurate are ESR meters like ESR70 from Peak if we are measuring in-circuit. Is that true?
Sometimes ESR can not be accurate when in-circuit but still want to get the best tool for it.

Is it possible to test small ceramic disc capacitor with analogue meter?
    by chth96
I read EBOOK of Testing Electronic Component and found that

"In order to test the small blue resin coated ceramic disk capacitor which has 104 50v specification,it is possible to test this small ceramic capacitor by making use of analogue meter.
Set to times 10Kohm that has 12v output from the probe to check disorder of ceramic capacitor.
It is not uncommon that testing result of digital capacitance meter is okay,But It show shorted reading when you check it with analogue meter."

Is it really possible to test small ceramic disc capacitor with analogue...

    op amp circuit function?
    by Alimash
    Hi,
I am repairing a ups which doesn't turn on ,it has the following ICs:
SG3525 used to drive inverter mosfets.
couple of uc3483, one for the power supply and another to drive a big mosfet at the output stage(i think the technique is called boost)
A LM358 and TL074 for control mechanism and of course the uController.

The SG3525 is shutting down every time the ups is turned on.
I want your help to know the function of LM358 and TL074 in the system.
I reverse engineered the LM358 circuit and i think that one of the block(A) is used for battery level...

Fixing the Charge Circuit of the Batteries of the DC Motor
    by Astonished
    Hi friends of electronics

What you see in the video and pictures attached is the circuit for charging the batteries of a DC motor.

The problem is that this circuit cannot charge the batteries (3 1800mAH NiMH batteries) any more. When the circuit was OK, its green LEDs lit up one at a time to show that the batteries have charged more. But now that the circuit is flawed, LEDs light up as you see in the video and at the same time successive beeps are heard.

Please help me fix this circuit.

    by UNITRAX
I have a faulty right VU meter.
At the poles, the DC voltage varies between 0.5 - 1.5 V
The indicator does not respond to the ohmmeter at all.

    I checked
    transistors Q202, Q203
    capacitors
    C230, C231, C412
    D202 diode.
    Variable resistor VR 204
    T 201 coil

Anyone have an idea how to get rid of the DC voltage?...
