To set the voltage reference 1% resistors are usually used. I would try modifying R70 or R73 and see what happens.
Can't read the marking on D74, but this could be a zener or a 431....

If you damage the rom chip on these F3 Seagate it's GAME OVER...
Few people in the world claims that they can recover data from
these drives.
If data is really important stop messing with the drive and ask
for a professional solution, else make a post on hddguru or
HDD Oracle.
BTW a proper diagnose of the drive would have been necessary,
those PCB rarely fails (and most likely for a bad supply) and
the problem is internal.

simple statistics.
On almost any 2,5'' drive I worked for data recovery or refurbishing
that value make me understand what happened to the drive!...

latest HDAT2 version is few months old so should not
have any problem with newer drives, and with sata/pata/raid/ahci/4k stuff.

I can't test MHDD at the moment with HD larger that 2TB since I don't have
any at the moment and I can't move.
You can make a test with MHDD by disabling the HD in BIOS, MHDD should
detect...

With MHDD you can check any disk in seconds, look at SMART data, and
then decide to go further and scan it to see if its surface is ok.
You need a true IDE interface (modify BIOS from RAID/AHCI) to work correctly.
