how the Fans spins at start up? fast or slow??
at self test remain the screen ON?

EDIT: it tell T-CON issue.. can we see yours t_CON

sometimes at start up you hear fans fast ,but not always ,
sometimes they dont spin at all.
it looks like t con error
even though there is nothing wrong with the picture
this is what puzzles me

Maybe check all the voltages you can on the tcon.

okay, how about you keep the 2 fan you tested with connected... and log in diagnostic mode again with out any signal feed... clear the puffer error, then plug it out from wall for 10 minute and in again with out any signal, just call the menu.. let see how long it will remain displaying the menu

EDIT. same way you can log in service menu and from there make hard reset.

to clear the buffer error ,
is that when in service mode ,press 8,mute,0
is that correct?
or,
in diagnostic mode ,press,8,mute,0

followed your instructions,
now the menu stays on much longer about 3 minutes
before it returns to 5 blinks the menu looks darker than normal
(this is without any signal i/p)

so you have now approve with less load ---> long time ON.
beside you stated early about the Fans Spin "sometimes they dont spin at all."

from my know T-CON would not got this behavior if there component defect at Boards. unless it sound to me, that you need to focus on the 12V supply as other asked before. dropping this supply cause Menu darker. also if you repeat the last test you did, but now with half screen ( one side ribbon disconnected ) i think the 3 minutes time will increase.

good morning and thanks again for your help the psu derrived 12v is spot on theres no ripple on scope .
there are 4 ribbon cables to panel
should i remove two on left
then try two on right?

sure , as there 4 ribbon so need 2 per side at time.

ok ,itried 2 per side as suggested no change
so as you sugested i had a close look at 12v supply.
first it goes to logic board and is 12.1v
then it goes through 8 pin ic type tcp 8109 q7403
the i/p to this is 12.1v but o/p is 11.4v ,
pin4 of this device is a control pin
so the volts that arrive at t con are low just as you said .
after checking for any low resistances , none found .so i unplugged connection from logic board to t con and voltage came up to 12v as you would expect under no load
please see cct ub1 board page 155 bottom right corner

try to upload cct for some reason wont work will try again

the two 47uf on the i/p to q7410 replaced
the 4.7uf on the o/p c7455 replaced

heres some pics of tv in diagnostic mode with TEMPORARY link across i/p and o/p of q7403 8 pin device mentioned above
pic 4 shows why its worth trying to save it from landfill

it still goes off with 5 blinks after a few minutes

on page 18, did you try :
1- reset ( setting shipping condition ) ?
2- at same page 3-8-5 T_CON error ( point No 1 ) i cant trace it on the manual pdf. as my screen non PC

& let see yours T-CON how its look

1 yes i tried reset shipping condition
2 the advice sony give is :check BE micro pin 128 on fb2 board
replace board
i tried to find correct pin of this ic to see if pin 128 was going high or low when fault occurs
but i couldnt be certain which was pin 128 on this 176 pin ic and didnt want to short out any pins with my mini meter probe
i will post pics of the logic board and the t con

but im now thinking fault is caused by logic board dropping the 12v supply voltage ,as the 12v goes first to logic board then to t con
you will see in pics that i removed 10 amp fuse and fitted 5 amp jumper wire ,.this is only during fault finding and correct fuses will be fitted when i finally sort this fault so dont be alarmed i have new correct fuse ready to fit
