RCA RLDED3258A-E Stuck on Stand By

I've checked all the components on the board and everything looks like it should be working. There's one voltage regulator that's taking a 5v input and outputting 1.8v that I'm suspicious of but cant find anything when I look up the part number. Also the voltages at both led connectors are 17.9v

Other than that I'm leaning towards a dead CPU and was wondering how I could check to make sure? I found a pinout but I don't know which pins to test.

I've attached pictures of the cpu, pinout, and regulator in question.

If you have standby light and it doesn't turn on, EEPROM is suspect. With the TV unplugged, take an upside down can of duster and spray the eeprom to freeze it. Plug it in and see if the TV turns on.

The LDO, LM1117-18 is ok, it's output is 1.8vdc. I would try freezing the eeprom as suggested.

I iced it up real good but still nothing. I just wanted to add when I first was diagnosing it the standby light changed to blue ONCE but there was no picture or signs of life.

Will one of those cheap spi programmers off aliexpress flash these chips? If so i'll order a new chip and a programmer. If the main ic is warm to the touch (feels normal) when the tv is on standby is that a good sign its not dead?

Just killed the main ic I was testing for continuity with my multimeter and forgot I had the tv plugged in. If I put another ic and eeprom in should the tv still work or did i likely kill something else too?

Just want to correct myself, I didn't kill the main IC. I had the cord plugged in the wall but unplugged at the board so no harm. I ordered a CH341a programmer from aliexpress and I have another eeprom from a working tv that had a broken screen.
