Backlight failure is very common in Insignias and your first suspect with no backlight or if the backlights flash. Insignias don't have blink codes (only Sony, Panasonic and older Sharp models) and typically blink when booting like LG and Samsung TVs. The TV should be on with no backlight if the front LED is off. You can perform the flashlight test to see if you have an image. With only one pair of wires to the LED strips, probably an open LED if they don't flash. if you want to repair TVs, you should get a LED tester. I use mine more than my multimeter. With a LED tester, you can determine if the string has an open or power the backlight independent of the combo board to confirm the screen is good.
You can also monitor the voltages going to the LED strips when you power on. One side should be fairly high and then settle to a lower voltage if the LEDs are all good. If it doesn't settle and stays high, you likely have an open circuit in the string.
Board looks like the white label Chinese TVs branded RCA/Proscan/Seiki/Westinghouse.... Curious if the Insignia has the backlight setting accessible or if it is hidden in the service menu in these models.
I have another tv that is a similar insignia and found that it was backlights and i could see a faint picture but this one doesn't turn on to be able to see the picture without the backlights. But it sounds like that is what it is because of it being a common issue.
Edit: Is there always an image with bad backlights?
Most models that dont go into shutdown mode because of an error will stay on with no backlight. If the tv turns on and off with no backlight, then it is likely the backlight. If there is no backlight or if they flash, its likely the backlight. You can also try plugging a live hdmi signal into the hdmi ports and see if you have sound but its not always a good indicator since there are many scenarios where you will not have sound.
Just keep Black probe of the meter on the chassis, Red probe on the LED connector where the White wire is then turn on the TV while watching the meter to see what it shows and wait 10 seconds, turn off the TV and repeat the same test on the Red wire.
