samsung UN46D6450UF - no picture. Test TCON?

Model: UN46D6450UF
I'm at a point where i'm attempting to determine failure as TCON or bad panel.

TCON part#: LJ94-23176E (SH120PMB4SV0.3, LSJ460HW01-S)

I have tested fuse on tcon (12v) and have tested some voltages at test points near the LVDS input (~1.5-1.8v). I have tested some voltages at the panel flex cable connectors on the tcon (less than 1v on most except for like the last 2 pins ~1.5-1.8v).
I have also done the flex cable removal to see if the half image shows and there is no change regardless of 1 cable, both cables, zero cables, etc.
Unfortunately i can't find a schematic (people even use those anymore??) of the TCON board so i'm not sure if my end voltages before the panel are legit.

Any tips?

Test: with tv unplugged from power, unhook cable from powerboard to mainboard, leave unhooked, plug power cord back into powerboard, see if backlights come on and stay on, test is for if you don't have backlights working.

I didn't do this exact test, but my backlights are functioning properly. I'm getting no video display (no picture, no OSD). Backlights stay on at power up.

Ok, wasn't sure if you had backlights, try shining flashlight on screen maybe hit menu button see if you see any text or anything going on.

sorry it was faster for me to snag pic from jimmy. So I have voltages coming in and some voltages at test points going into panel flex cables. Just not sure if those voltages are good or what they should even be.

VOFFE =
VCC12 =
VDDMHL =
AVDD =
VIN_12V =
VCC33 =
VCC18 =
Also need the P/N of the LCD bias power supply ICD1 (on the left side of the board)?
