There does seem to be a dozen caps on the TVDD_3.3V line and 5 on the CVDD_1.8V line, You can use a 1.5 volt battery and with ground connected, touch the positive from the battery to the shorted line (only for a second at a time) while keeping a finger on the suspected cap, If the ic is shorted it should get hot also.
1.5 volts is below the 1.8 or the 3.3 the circuit would normally see, so the voltage won't harm the ic.Comment

U29 is an ADV7612 (HDMI Receiver), when i remove U29 the shorts are gone and the voltage coming from the two regulators is good. I'm going to order a new one and hope for the best. Thanks for all your answers it was really helpful !Comment

I'm trying to repair my old Acer Nitro 5 (AN517-54-55T5). I've already bought a new laptop, so this is more of a learning project. For the experience, with no high expectations of success.
Well, my decice specs are the following:

Long story short, I got this unit for very cheap.
I've started to experiment with it's BIOS, as I did before successfully with an M900. However my very bad quality SOIC clip broken while dumping of the biosof and it must have damaged something on the panel, because it does not turn on, and does exactly nothing when powered. The maximum voltage that could have affected something is the 3.3 or 5v from the IC clip, because the unit was not powered while the bios dumping was in progress.
I've performed some measurements:

The only symptom, that I can see is, when I plug in the AC cord, the power button starts blinking like every two seconds, continuously.
Power, Lamp and Temp LEDs do not turn on.
Previous owner thinks, that is a bad transformer. I'm not convinced about that.
I have took it apart, inspected the power supply and ballast driver and did not see anything obviously bad.
