Does any one of the 6 pins of ICD2 has the trace connected to GND, I do not see that? ICD2 is similar to the QD1 in that Samsung T-CON schematic.
At this point without the Inductor in place, the ICD1 pin has 1.4 Ohms to GND, so that is bad for sure the since I do not see any other component beside the LD1 and the DD1 connected to the IC pin, That shorted pin is the Drain pin of the ineternal MOSFET for the Boost converter. You will have to remove that IC at this point.

I checked both sides top and bottom two right pins as pictured to chassis ground and came up with about 12ohms.

CD100 re-installed. Across DD1 is about 3300ohms. Across CD100 is zero ohms.

UPDATE: From GND to GND in your pictures is the same 3300ohms

Is that Zero Ohm without LD1 in place?
You were getting 12 Ohms before.
BTW, in my picture, the one I labeled as Gnd on the Cathode of DD1 is NOT GND after I verify the circuit.

If you look closely at the pic you can barely see the traces between the bottom two right pins that run to the right and eventually trace back to the top two pins. Looks like this is what appeared to be a short on ICD2. Looks like this is how they should test.

This means I am removing ICD1. How in the heck am I going to get that unsoldered? Is this the chip with the black glue under it that everyone loves?

Right now we do not know if that 12V OUT (HVIN_12V) as I marked goes to other places on the board or not. I do not believe the ICD2 has any pins connected directly to GND at all since it is just a switch.

It shows 11ohms. No ground plane means ICD2 can go back on? Is the next step to remove ICD1?

You can put ICD2 back in place.
We already remove the inductor to isolate the HVIN_12V from the ICD1 and the pin of ICD1 shows basically dead short to ground so that is one problem.
I would leave the inductor out and ICD2 out for now.
We still do not know why HVIN_12V is showing 12 Ohms so that is another problem.
You can cut the trace to the IC pin that will be easier than trying to remove the ICD1.

Cut trace between anode of DD1 and ICD1, anode of DD1 no longer shows short.

11ohms across CD100 still present.

OK, so you do need ICD1.
Try reversing the meter probe to see if it still shows 11 Ohms on cd100.

BTW, just to be sure, it is not 11 K on the meter display, correct? You are on 20 Ohms scale, right?
At this point you might try to remove ICD1.

I'm on the 200ohm scale (only one available in low range) and it is showing 11ohms.

This looks like a job for a hot air station? Is ICD1 the one with the black glue under it?

I am not sure if ICD1 has exposed solder pad on the bottom of the body or not.

That is QFN: Quad-Flat No-leads.
I cannot tell from the your board as what form factor you have, they do not look like leads to me. Put soldering tip to them.
