maybe wait and sees what budm suggests regarding the capacitor so the old one is 220uf 450v and your replacement 220uf 450vdc
also to save you blowing fuses have a google search and build yourself a dim bulb tester that way if there is still a short the bulb will light bright and wont blow the fuse on the psu (saves you money keep buying fuses and causing more damage)

I do not understand about the new cap not being DC rating, it has (-) bar on one side as shown in your pictures so it is polarized cap.
