I'm not sure if you have the schematic for that board but here it is, Did you check the voltage accross C909, or maybe just change it, it supplies the 12 volts for the relay

When measuring across c909 I have a reading of 15.2vdc

That should be fine, as long as there is enough voltage to operate the 12 volt relay.
