My friends tv has shadows on the screen. Is this an LED issue or a panel issue?

Might be a failed Led in the array or possibly the diffuser sheets are not seated properly. It looks like some of the LEDs are shorted out but not enough to trip the protection circuits yet but more LEDs will probably go out soon too.Never stop learning
