element elcfw327 no lights dead set

hello there im working on a set I got that from a friend she said it was storm surged! it had a blown fused and a blown bridge rectifier that I replaced. now it fires up without blowing fuses

main filtercap measures 170v
standby measures 5.12v steady but board says on it 6vsb

still no standby lights set it dead!!

I get 5.12v on the psu stby when disconnected from the mainboard. When I connect it to the mainboard, voltage is doing jumping jacks! Could this be a mainboard issue? still no leds whatsoever. thx

jumped the ps/on with the stby and only voltage I get is 5.12v on stby now what
