Funny... third try to post.
So what it looks like the BL-sw pin 14 coming from the main board is intermittent, or not there most of the time. The LED blinking 21 times is probably a backlight error. I think your PSU is fine. So what to do next to disconnect only BL-sw pin 14 that goes between the PSU and the main board and force it on manually with a resistor.Comment

Ok I jumped Pin 9 to Pin 14 with 1k resistor.
Backlight comes on, standby light blinks 21 times, during the pause between 21 blinks the backlight turns off and then turns back on when the 21 blinks starts over.Comment

When there is a pause during the 21 time blinking LED, does PSon go low in voltage?Comment

What is your mainboard? Maybe upload some hi res, straight shot pics. That stuff is small and we have to trace. Got to find the standby processor with the BLon pin and see what is what... not an easy thing. That feeds of course from the 5V STBY and it being blown, it probably done something somewhere to it. There is also the STBY processor EEPROM, that could prevent the TV to turn on proper.
So, if you find a working main board for cheap, that's your best option right now.Comment

Well, I've looked online for main boards are there aren't any at all for sale. I'll keep an eye out in the meantime, but if you don't mind helping with troubleshooting I'll get out the tripod and DSLR and take some Hi-Res pics of the front and back of the board.Comment

On pic 1 the lower left corner, that should be the plug for the PSU. Can you make another pic of that section?

Got another idea for you to test. Put the boards back into the TV everything as it supposed to be... no forcing things on the PSU. Heat up the main board with a hair dryer. Don't overheat it though... then turn on the tv. See what it does.
If you didn't get any results, try cooling specific regions the main board (can of duster air upside down) and see if you can find something that way.

Philips 8200 series 65PUS8204/12 stuck at Philips Logo, it does not reboot it just stays on the logo.
It does power up when pressing the power button.
I already try the power button while plugin the plug with no result.
Also put the latest firmware autorun-TPM191E_R.001.004.100.000.upg on a MBR/FAT32 USB stick at USB port2 with no result either.
Could this be an PSU or eMMC issue ? -

Hi all,
Wife has 2 Philips hair curling irons half defective - after learning how they're supposed to work and testing them, it turned out that both have defective power cables, and both on the same place; broken wires due to wire bending.
As they were both relatively easy to disassemble, and cables are plugged not soldered (as they can rotate in the handle), I was sure it would be easy to find replacements. But - NO! I'm unable to find anything similar on ebay or Aliexpress.
Not sure if this is something Philips proprietary, or a standard, but the cable plug...Today, 10:04 AM -

I have here a Philips 47PFS7509/12 LCD TV which came to me with a weird problem : without signal i could access menu, make a factory reset, access menus, etc.
When i applied cable signal to check image, i had normal picture, but TV was restarting.
I downloaded original firmware and applied the update, but the problem remained.
From a colleague i received a "factory package software" which is a lot bigger.
I made another firmware update, but still did not solve the problem.

I've got a really strange issue with the speakers on my Philips 43PUS7506/12. It makes this awful loud buzzing now. It happened after it was attempted to be wall mounted - I think the back got squeezed and something broke.
I thought maybe the speakers got damaged, so I replaced them - no dice.- Using the internal speakers, it always happens.
- Using the headphone jack, it never happens.
- Using the digital/optical out with a soundbar - it happens after about 2h/movie runtime - it's never as drastic, it just pops in and out, but I didn't want it to damage the sound bar
