The Ics that tend to blow according to my notes are part number 4614 bv9x15 those tend to short and blow up all the zero ohm jumpers at the top of the boards which is where all the blackening is.
So if I were to make a serious attempt at repairing this board, I'd probably have to replace all the ICs and quite a few tiny jumpers? That doesn't sound like fun. I'm glad I made the decision to just get another board.

Its not fun to repair these you will also need to replace alot of tiny resistors which requires good soldering skills and equpitment and finding the parts is hard and tbh not worth it if you value your time like me.

Another question: I have the replacement part sourced from a company in China (http://www.buyqual.com/inv40n14b-ssi...-inverter.html) but would a similar part work? For example:

        http://www.ebay.com/itm/TOSHIBA-40RV...item2ee1f6d82b

The INV40N14B number is the same.

EDIT: I guess the main question is that when I go to search for parts, I should always search by part number? (in this case,
        LJ97-02098A or B, etc...)

You need to match the model number exactly because something may be different on a different model that looks the same and could cause something not to work ect.

The brown spots on the board are due to the power MOSFETs over heated.

Thanks. I'll be ordering the part from China I guess. Could be worse, I'm sure it's happened that some parts simply don't exist anymore.

The power MOSFETs? Are those the ICs we were discussing earlier?

Alrighty, so here's what I've learned so far in reference to the close up pic:

                      1) Opto-coupler
                      2) Power MOSFET or IC - Replace it if you suspect it's bad.
                      3) Oscillator circuit? Inverter IC PWM? Any help with this one?

The white device with 4 legs is not opto-couple, it is a dual high current jumpers to cary large current between the traces.

Every IC package type has a standard pin numbering scheme, but as to what the pins actually do, that depends on what the IC does.

Looks like it's going to be the inverter controller IC to me. Read the numbers off it and look them up, you can probably find a datasheet which will explain.

An update for anyone interested: Replacing the inverter got the TV working again. Not a bad save for around 30 bucks. Thanks again for all who helped.
