Right... so this set uses an external inverter (or LED driver in this case.) The PSU appears to be working as it has 12V/24V.
Unless the main board is connected to the LED driver somehow, there is no way for the main board to detect a fault with it. It could be that the LED driver is faulty, or that it requires a special DIM waveform that you cannot generate with just resistors...
Either way, it means it's still the main board that is the root of the fault, IMHO.
