Those vertical lines (with some flickering horizontal lines) are on top of the pictures being displayed. I thought it was the T-CON board not working properly and have it replaced with a new one. Unfortunately, the problem is still there. (note: when I turned on the TV with the new T-CON board, there was a big sharp noise from the TV; similar to the noise of a blowing a light bulb)
Anyway, I tested the T-CON Board with one side connected and repeated with the other side, Left and Right connector to the LCD panel. It seems that both sides are having the same problem ie once connected, white lines displayed on screen.
I went on to look for soldering cracks on the main board, and re-soldered those connector pins on the back..just in case. And also used hair dryer to kind of "reflow" the bga processor chip (but not sure if I had done it correctly).
I then checked the Power Board and the well known Samsung Capacitors are looking good..ie no pops up and still shinny....on the safe side, I have all capacitors replaced with the new ones. The white lines are still there.
I tried the input source on cable and DVD. The effects are the same. I reseated all connectors and no loosely connections are to be found. ..including the TABs on the panel..I still believe the LCD panel is working fine because if it were the problem with the tabs and its connected logic board; logically speaking, I should not have white lines across the WHOLE screen; only a portion it; and chances that both logic boards are both not working are very slim ie the source of those white line "signals" must be originated from the main board..graphic chip..!!
There are only 3 main boards there..Power control, T-CON and main board.

...I ran out of potential failure point..the backlight, inverter board is working fine on both sides of the TV..
Any suggestions please ?
