Just the board by itself, check the resistance of those caps to see if any of them show low resistance.

The larger, black one in the middle is reading 0 ohms. Any ideas for a replacement?

Remove it and test it off the board, if it is shorted, you can leave the cap off for now and see if you can get the TV to function.

Off the board, it reads 6.6 M ohms. I installed the circuit board with that capacitor off and tried it out. TV turned right on.

That MLCC (Multi Layer Ceramic Capacitor) may be disturbed when it was removed and the shorts went away, you can use 4.7~10uF lytics cap in its place if you have room to mount the cap on the back side of the board, just measure the voltage on the two pads of the board to get the voltage polarities.

Ok. What are the risks of leaving it as is, without a capacitor there?

It is filter for the VCC supplying the board and since it has long cable from the main to the board it needs to have small filter cap to keep the Voltage steady and filtering out noises, from the way it looks it has a lot of resistors which is more likely for the Voltage divider for each switch to produce different Voltage levels for each function of the button, so if the Voltage is noisy or unstable the you may have trouble using the switches. If you use the remote most of the time then you will be OK.
