    That's not much of a response, the question WAS, CAN you prove the eeprom is the issue?? Good troubleshooters like Diah, don't guess or jump to conclusions, CAN NOT say the same for you tho.

      Sure I can try to help the op if they want OR they can run out and get a programmer and reprogram the eeprom AND HOPE that was the issue.

                    in you case when there are no action at front indicator,,, we will first disconnect the MB from PSU.. and test the PSU as stand alone to be sure the SMPS working and it will provide all needed Voltage... when the result good.. then we will move to MB to check why it didn't send Power_ON to PSU to turn on the SMPS... so the steps should be ..

                          You want to test correctly, for testing the diodes, UNPLUG tv from power, meter in diode mode, for resistors same, tv unplugged, test in ohm mode, that's your first test to see if they are functional. You need to be careful while testing when tv is powered, you have to use the correct grounds, be VERY careful what you touch with your hands you don't want that 395 volts zapping you, it can be deadly, youtube is full of videos on testing.

                              I already have tested the C 7144 at 395 v

                              I've pluged the MB and I mesured 350v before it begins to do down.

                                Need to be clear on statements, so you're saying that with MB unhooked you get 395 steady volts?

                                  The C7144 gives 395v when plugged to the moterboard
                                  When unplugged, tio the motherboard it gives 280v and keep on going down

                                    Well 395 when hooked up as it should be is normal, when unhooked from mainboard there's no signal from mainboard telling the powerboard to turn on fully so that's to be expected, usually on boards with pfc, you will get about 165 volts at the big filter caps when testing with that cable unhooked.

                                      With the motherboard plugged in:
                                      The C7510 gives 5.11v
                                      The C7505 gives 0.0v
                                      Only, if I press the On button on the TV, the speakers start to crackle
                                      And the voltage goes to 3.2v


                                      I wanted to repeat the same operation and it didn't work:
                                      The C7510 still stays at 5.11v
                                      But the C7505 stays at 0.0v

                                      So sometimes this C7505 is powered, sometimes it is not.

                                        hey people what are you talking and testing C ... LOL C will be stay in charge 100 years if it get V and no way to discharged if there open circuit that it couldn't discharge.... so any C on PSU most discharge first within the main caps on PSU

                                          You get 165v when the network is 120v, and when the network is 220v (France), then 165v will not be there, but 310v-320v
