Ok so im new at fixing lcd tv's i just received a rca 32 inch lcd tv what it does it turns on i can see the back light on and then 5 seconds later it shuts off back into stand by mode ive opened it up but see no caps bulging or blown so what could it be inverter board or power board or tuner board the model is rlc3273a-b

I'd suggest a mod move this to the TV forum.
A good start is to let us know what equipment you have: soldering iron, digital multimeter, etc.
Second step is to post pictures, clear and in focus, of the TV's boards and one of the overall layout. OK, do you see a pin marked 24V on the power supply?

Your meter needs to be set to DC volts, not AC volts.

OK, thanks for the pictures, but please edit the post and use GO ADVANCED, MANAGE ATTACHMENT to up load the pictures instead of posting them in line which takes a long time to display the pictures.
If you look to the right of that multi-pin connector on the inverter board, there are printings that show the pin outs of the connector, check the DC voltage between the BL_ON pin and the chassis ground to see if you still have >3VDC when the screen black out.

OK, so when the backlights go out, the required voltage (24VDC) is present, the turn on command (BL_ON) is also present, but the lamps still go into shutdown. Then you need to look at the inverter board.
1) Check all the fuses (Fx) using 200 Ohm scale, they should show less than 1 Ohm.
2) I would check the transformer secondary high voltage winding of all the transformers to see if they are all within 3% of each other.
P/ as printed on the inverter transformer?
Notes: also check pin 14 (??? PWM) to see what you have.Never stop learning
