I Have a Element ELCHS261 that has a red power light when plugged in, but nothing when you press the power button. I've tried using a remote as well, from what I can tell there aren't any bulging caps or leaks.

Since this combo board has PFC Voltage booster circuit, you need to check the DC voltage on that large black DC filter cap in the primary (hot side) of the power supply. Check it with the TV plugged in but do not hit the power switch, the DC on that cap should be about 165VDC, then hit the power switch, the DC voltage on that cap should rise up to around 390~400VDC, if it does, that means the main power PS_ON signal is OK. If it does not go up then it may mean that PS_ON is not present or the PFC circuit is bad.Never stop learning

The power board also mentions that there are two expected output voltages - 5VDC and 12VDC. Read all of the voltages on the output connector. Some of these will not be there until the unit is turned on. There should be a 5VSB and some others.
