It does not go up to 380Vdc or so when the VIZIO LOGO turns white?

OK, that is not too bad of the problem then, more likely just bad PFC Voltage booster IC.
please take good closed up pictures, and try to read the P/N of those two 8-pin SMD IC for me.

By the way, you should remove the heat sink cover plate so you can see if there is any burnt component in that area.

Ok my camera struggled to get real good picture that close but it looks like the lower ic part number is das001 top line , bottom line ek7f742. Still working on other one its difficult to see

We will need to get the number of that second IC which is the PFC controller IC. EZ744 does not seem to be the valid number.

That's it! L6562 PFC IC, it is one of common failure IC. No power to the board, take the resistance reading between the IC ground pin6 (black probe) against all other pins, the red probe on other pin one at a time and report the resistance readings.

Ok I believe I got the pinout correct basically if you reading IC801 Pin 1 was the pin closest to the I....

That is pin 5, pin 1 is at the bottom left in your picture.
